The Council is a group of Like Minded Races that are all Allies and from various solar systems. We even have members outside of this Universe. There are dozens of  High Councils that form the larger council.  Many of the same groups that are members of the Galactic Federation are also members of the Council.

The original group chose a plan of action within the Universe and then set out to find other groups that wished to join the High Council. Our initial directive is to assist with the removal of the dark/evil influences here on Planet Earth.  Upon completion of this task, the council will move on to other identified planets to help assist them to escape the Evil and Darkness spread by the enemy.
